Personnel Transfer
In 1999, institutional partners participating in the
coalition for jobs, training and competitiveness in the German Land of
Northrine-Westphalia came up with the concept of "transfer
agencies" as a new way of preserving jobs and avoiding
unemployment.
In the context of structural change and economic
development, enterprises are regularly undergoing restructuring
processes that result in loss of jobs and personnel adjustment. Transfer
agencies are seen as an important instrument to avoid unemployment, to
shape personnel adjustment processes in a socially compatible way and to
preserve and improve the competitiveness of the enterprises. They have
been designed with the objective to integrate personnel policies, labour
market policies and economic promotion through an efficient combination
of interventions and though close cooperation of experts and
stakeholders on the enterprise, regional or branch level.
To date, a catalogue of objectives, quality and
decision criteria for personnel transfer as an employment promotion
instrument is being elaborated. According to it, the objective of
personnel transfer is: to support staff threatened or concerned by
unavoidable operational dismissal in their endeavours to get into new
gainful employment safeguarding their livelihood (relevant conceptual

This includes activities such as:

supporting access to new jobs

organising professional qualification
-
advising and counselling employed personnel and
entrepreneurs
-
supporting start-ups
The enterprises, the Federal Labour Agency and the
Ministry in Northrine-Westphalia are contributing to the funding.
